Smiths in Cormyr must be licensed. They must also account for the usage of the metal that they procure to ensure that arms aren't made covertly. Those applying for a smiths license must prove residency within Cormyr; seek the sponsorship of the local lord, who will assign a regular Purple Dragon patrols to check on the smith's whereabouts and doings; and pay 600gp a year. The first year's fee must be paid up front.

Citizenship of Cormyr is obtained by doing the following:
1) Living in Cormyr for a consecutive 6 months.
2) Receiving approval of local lord
3) Swearing an oath of loyalty to the Crown and the Forest Kingdom.
